APPLICATION AND RESEARCH CENTRE REGULATIONS
PART ONE
Purpose, Scope, Legal Basis and Definitions
Purpose
ARTICLE 1 – (1) The purpose of this Regulation is to establish the procedures and principles regarding the objectives,
areas of activity, administrative bodies and the duties of these bodies of the Kilis 7 Aralık University
Centre for Turkish and Foreign Language Teaching, Application and Research.
Scope
ARTICLE 2 – (1) This Regulation covers the provisions relating to the objectives, areas of activity,
administrative bodies and duties of these bodies of the Kilis 7 Aralık University Centre for the
Teaching of Turkish and Foreign Languages: Application and Research.
Legal Basis
ARTICLE 3 – (1) This Regulation has been prepared in accordance with sub-paragraph (2) of paragraph (d) of the first paragraph of Article 7
and Article 14 of the Higher Education Act No. 2547 dated 4 November 1981.
Definitions
ARTICLE 4 – (1) The terms used in this Regulation shall have the following meanings:
a) Centre (Kilis TÖMER): The Kilis 7 December University Turkish and Foreign Languages Teaching Application and
Research Centre,
b) Director: The Director of the Centre,
c) Rector: The Rector of Kilis 7 Aralık University,
ç) Senate: The Senate of Kilis 7 Aralık University,
d) University: Kilis 7 Aralık University,
e) Management Board: The Management Board of the Centre,
shall be understood.
PART TWO
The Centre’s Purpose and Areas of Activity
The Centre’s purpose
ARTICLE 5 – (1) The purpose of the Centre is to teach Turkish and foreign languages to those who wish to learn through various courses and seminars.
The Centre’s areas of activity
ARTICLE 6 – (1) The Centre’s areas of activity are as follows:
a) To teach Turkish both domestically and abroad, and to open branches in accordance with the relevant legislation
for the purpose of promoting Turkey and Turkish culture,
b) To collaborate with the relevant ministries, university departments and other public institutions and organisations
within the framework of bilateral agreements concluded by the Republic of Turkey,
to carry out joint education, teaching, research, application and publication activities regarding the teaching of Turkish,
c) To encourage research and practical applications, and to organise seminars, courses and meetings,
ç) To organise domestic and international trips with the aim of teaching the Turkish language more effectively and promoting Turkey and Turkish culture,
d) To prepare programmes and develop methods regarding the education and teaching of the Turkish language, and to carry out joint
work with various domestic and international institutions and organisations on this subject,
e) To produce films, audio and video cassettes that teach the Turkish language and promote Turkey; to publish books,
journals, newsletters, reports, projects and brochures,
f) To organise practical training programmes aimed at providing professional experience for final-year students
and graduates of Turkish Studies departments at universities abroad, as well as students and graduates of departments
such as Turkish Language Teaching, Turkish Language, and Linguistics at universities in Turkey, and other departments
to be determined by the Board of Directors, to arrange work placements,
and to issue certificates for these activities where necessary,
g) To conduct comparative studies between the teaching of Turkish and other languages
in order to make Turkish language teaching more effective,
ğ) To undertake translations from other languages to support scientific research,
h) To organise language examinations,
ı) To run courses in fields related to language teaching.
PART THREE
The Centre’s Governing Bodies and Duties
The Centre’s governing bodies
ARTICLE 7 – (1) The Centre’s governing bodies are as follows:
a) The Director,
b) The Board of Directors.
The Director
ARTICLE 8 – (1) The Director is appointed by the Rector for a term of three years from among academic staff possessing expertise in the subjects specified within the Centre’s areas of activity. A Director whose term has expired may be reappointed.
The Director is accountable to the Rector.
(2) Upon the Director’s recommendation, the Rector appoints up to two persons as Deputy Directors.
In the event the Director is unable to perform his or her duties, one of the Deputy Directors shall act as the Director’s deputy; where no Deputy Director is available,
one of the members of the Board of Directors shall act as the Director’s deputy. The period of deputisation shall not exceed six months. Upon the termination of the Director’s
term of office, the terms of office of the Deputy Directors shall also terminate.
Duties of the Director
ARTICLE 9 – (1) The duties of the Director are as follows:
a) To represent the Centre, convene the Management Board, prepare the agenda for meetings and
chair the meetings,
b) To ensure coordination with other centres or institutions with which the Centre collaborates,
c) To submit the Centre’s annual activity report to the Rector.
Management Board
ARTICLE 10 – (1) The Management Board shall consist of five members appointed by the Rector from among the Director and the University’s academic staff.
The Management Board shall meet at least once a year. Members of the Management Board shall be appointed for a term of three years.
A member whose term has expired may be reappointed. Should a member resign for any reason,
the Rector shall appoint a new member to serve for the remainder of the term.
Duties of the Management Board
ARTICLE 11 – (1) The duties of the Management Board are as follows:
a) To take decisions regarding the Centre’s educational, scientific research and publication activities, and to
determine the principles governing these activities,
b) To prepare drafts of regulatory procedures concerning the Centre,
c) To review and approve the Centre’s annual educational programme and calendar,
ç) To prepare plans for the training of lecturers employed at the Centre and to establish the principles
governing training programmes,
d) To establish temporary working groups and training coordination units for education, research and publication activities,
e) In accordance with the relevant statutory provisions; to open new branches and to make recommendations regarding
the closure of existing branches deemed necessary.
PART FOUR
Miscellaneous and Final Provisions
Staffing Requirements
ARTICLE 12 – (1) The Centre’s academic, technical and administrative staffing requirements shall be met by personnel appointed by the Rector in accordance with Article 13 of Law No. 2547.
Matters Not Covered by These Provisions
ARTICLE 13 – (1) In cases not covered by this Regulation, the provisions of relevant other legislation, as well as decisions of the Senate and
the University Executive Board, shall apply.
Regulation Repealed
ARTICLE 14 –(1) The Kilis 7 Aralık University
Regulation on the Language Teaching Application and Research Centre is hereby repealed.
Entry into force
ARTICLE 15 – (1) This Regulation shall enter into force on the date of its publication.
Implementation
ARTICLE 16 – (1) The provisions of this Regulation shall be implemented by the Rector of Kilis 7 December University.
