KİLİS 7 DECEMBER UNIVERSITY GUIDELINES ON THE APPLICATION AND ADMISSION
OF FOREIGN NATIONAL STUDENT CANDIDATES TO POSTGRADUATE PROGRAMMES
PART ONE
Purpose, Scope, Legal Basis and Definitions
Purpose
ARTICLE 1 – (1) The purpose of this Guidelines is to regulate the principles
concerning the application, registration, admission and financial provisions
for international student applicants applying to postgraduate programmes
conducted at Kilis 7 Aralık University.
Scope
ARTICLE 2 – (1) The scope of this Regulation covers the procedures
relating to applications, registration, admission and financial provisions
for foreign student applicants applying to postgraduate programmes
at Kilis 7 December University.
Legal Basis
ARTICLE 3 – (1) This Directive is based on:
a) Articles 14 and 65 of the Higher Education Act No. 2547 dated 4 November 1981,
b) Article 7 of the Law No. 2922 dated 14 October 1983 on Foreign
,
c) Article 7 of the Law on Foreign Students Studying in Turkey, published in the Official Gazette No. 18740 dated 30 April 1985,
Article 6,
paragraph ‘e’,
d) The Regulation on Postgraduate Education and Teaching of the Higher Education
Council’s Regulation on Postgraduate Education and Teaching,
e) The provisions of the letter dated 24 June 2010 and numbered
B.30.0.EÖB.0.00.00.03.01.06-3069-021145 issued by the Presidency of the Higher Education Council
have been taken into account in its preparation.
Definitions and Abbreviations
ARTICLE 4 – (1) In this Regulation:
a) Rector: The Rector of Kilis 7 Aralık University,
b) Senate: The Senate of Kilis 7 Aralık University,
c) Institute: The institutes affiliated with the Rectorate of Kilis 7 December University,
d) EYK: The Institute Management Board,
e) TÖMER: The Turkish Language Teaching and Application Centre,
f) YDS: The Foreign Language Proficiency Placement Examination,
PART TWO
Documents Required for Application:
ARTICLE 5 – (1) Foreign nationals who have graduated from undergraduate or postgraduate
programmes at universities and wish to pursue postgraduate education shall submit the
documents listed below to the Institute Directorates in accordance with the timetable
set by the relevant Institutes.
a) A printout of the online application form,
b) A Turkish translation of the undergraduate degree certificate, certified by a notary
or a diplomatic mission, and a certificate of equivalence,
c) The original or a certified copy of one of the documents
demonstrating Turkish language proficiency appropriate to the applicant’s status, [Applicants may commence their studies
after officially certifying their Turkish language proficiency level through either
exams conducted by Turkish Language Training Centres (TÖMER) (at least B2 level)
before commencing their studies. Prospective students who cannot demonstrate
the required level of Turkish language proficiency retain the right to
definitive registration for one year. Prospective students who meet the
necessary conditions within one year may complete definitive registration and
gain student status.]
d) A photocopy of the identity document (photocopies of the relevant sections of the passport),
e) One passport-sized photograph,
f) An officially certified undergraduate transcript (academic record),
(2) For foreign applicants applying for a PhD programme: in addition to their native language,
English, French or German, showing a score of at least 55 in the YDS or
an equivalent examination accepted by the Inter-University Council.
CHAPTER THREE
Evaluation of Applications, Announcement of Results
ARTICLE 6 – (1) The application files of candidates applying for postgraduate programmes
are evaluated as a whole by the relevant department/division committee,
and the admission of candidates deemed suitable is finalised
upon the recommendation of the relevant department/division committee and the decision of the EYK.
(2) Candidates applying for postgraduate programmes are ranked
according to their undergraduate transcript grades. As a result of the ranking, the number of candidates equal to the quota are admitted to postgraduate
education as main candidates, whilst the same number of candidates are also announced as reserves.
(3) Candidates who are on scholarships provided by the Republic of Turkey or by their own governments and
who provide documentation of this status are admitted to postgraduate programmes as students, outside the quota,
based on the opinion of the relevant department/division committee and a decision by the EYK.
(4) Candidates applying to undertake postgraduate studies
under bilateral agreements to which Kilis 7 Aralık University is a party
may be admitted as students outside the quota, subject to the opinion of the
department chair of the relevant programme and a decision by the EYK.
(5) Candidates applying to postgraduate programmes where the language of instruction
is Turkish are required to submit a document demonstrating their level of
proficiency in Turkish. However, for candidates unable to provide such a document, their
level of proficiency in Turkish is determined based on the result of a Turkish
language examination conducted by Kilis 7 Aralık University-TÖMER or a TÖMER
recognised by Kilis 7 Aralık University. Those who fail this examination
undergo one year of Turkish language training at Kilis 7 December University-TÖMER
to improve their language skills. Successful candidates
may commence their studies. (No Turkish
proficiency certificate is required from those who have completed their undergraduate studies in Turkey.)
(6) Students wishing to prepare their thesis in English in programmes where the language of instruction is Turkish
must have obtained a score of at least 55 in the relevant section of the YDS or an equivalent examination
recognised by the Inter-University Council. No foreign language proficiency requirement is imposed on applicants
who have graduated from undergraduate or postgraduate programmes where the language of instruction
is English, whether within Turkey or abroad.
Announcement of results and final registration
ARTICLE 7 – (1) Application results are announced online on the relevant institute’s
website.
(2) Registrations are conducted on the dates announced on the relevant Institute’s website and by the Institute
Student Affairs Unit.
(3) The documents required from students who have secured a place are as follows:
a) Diploma or graduation certificate (original),
b) Transcript (original),
c) An original or certified copy of one of the documents demonstrating Turkish language proficiency,
appropriate to the prospective student’s circumstances,
d) The original or a notarised copy of the student visa obtained from a diplomatic mission,
e) A certified copy of the passport,
f) A residence permit for study purposes,
g) Six photographs (taken within the last six months),
h) A document confirming payment of the tuition fees.

Miscellaneous and Final Provisions
Other provisions
ARTICLE 8 – (1) For foreign students admitted to the postgraduate programmes of Kilis 7 December University,
the provisions of the Kilis 7 Aralık University Postgraduate
Education, Teaching and Examination Regulations shall apply.
Entry into Force
ARTICLE 9 – (1) This Directive shall enter into force on the date of its publication.
Implementation
ARTICLE 10 – (1) The provisions of this Directive shall be implemented by the Rector.

PART ONE
Purpose, Scope, Legal Basis and Definitions
Purpose and Scope
Article 1 – The purpose of this guideline is to establish the principles regarding the methodology,
areas of activity, student admission and examinations for the programme to be conducted
at the Kilis 7 December University Turkish and Foreign Languages
Teaching Application and Research Centre (Kilis TÖMER) in relation to Turkish language teaching.
Legal Basis
Article 2 – This Guideline has been prepared in accordance with the Kilis 7 December University Turkish and Foreign Languages
Teaching Application and Research Centre Regulation, which entered into force upon its publication in the Official Gazette
dated 22 January 2018 and numbered 30309.
Definitions
Article 3 – In this Directive, the following terms shall have the meanings set out below:
University: KİLİS 7 Aralık University,
Rector: The Rector of KİLİS 7 Aralık University,
Senate: The Senate of KİLİS 7 Aralık University,
University Executive Board: The Executive Board of Kilis 7 December University,
Rotating Capital Operations Unit: The Rotating Capital
Operations Unit of Kilis 7 Aralık University,
KİLİS TÖMER: The Kilis 7 Aralık University Turkish and Foreign Languages
Application and Research Centre,
KİLİS TÖMER Board of Directors: The KİLİS 7 December University TÖMER Board of Directors consists of a total of five members: the TÖMER Director, one
deputy director, and three persons appointed by the Rector from among the
University’s academic staff. The term of office for the appointed
members of the KİLİS TÖMER Board of Directors is three years.
Unit: Faculties, Colleges, Institutes, Application
and Research Centres affiliated with KİLİS 7 Aralık University, as well as departments and units
under the Rectorate,
Education Programme: The Turkish language teaching programme conducted at KİLİS TÖMER,
seminars, conferences and similar educational activities,
Certificate Programme: The educational programme at KİLİS TÖMER where a certificate is awarded to those who successfully
complete the compulsory attendance courses,
Certificate: The document awarded to successful students who participate in the Turkish language teaching programme at KİLİS TÖMER
and fulfil the attendance requirements.
PART TWO
Principles Regarding Education/Certificate Programmes
Opening, Cancellation, Duration and Format of the Education Programme
Courses to be Offered and Their Content
Article 4 – The courses to be offered at KİLİS TÖMER are determined by the Management Board,
taking into account incoming requests.

will commence their Turkish language studies.

(b) The content of the lessons to be delivered in the courses is designed to
develop the skills set out in the Common European Framework of Reference for Languages,
prepared by the Council of Europe’s Modern Languages Division.
Article 6 – (a) In addition to teaching Turkish to foreigners, the Centre may also organise
courses aimed at teaching languages and dialects other than Turkish, and at
developing language and communication skills.
(b) The duration of training, course content, lesson hours and examinations for
courses other than Turkish language teaching shall be determined by the KİLİS TÖMER
Management Board.
Language Levels, Duration of Training and Class Hours
ARTICLE 7 – (a) The duration of Turkish language instruction for foreigners at KİLİS TÖMER is as follows:
basic level A1 (180 hours), A2 (180 hours); intermediate level B1 (180 hours), B2 (180 hours); advanced level
C1 (180 hours). Five language levels (courses)
(A1, A2, B1, B2, C1) have been established according to the students’ proficiency.

(b) The Board of Directors may make additional regulations regarding the number of hours for courses to be delivered at each of the five language levels specified above. Course hours
may be increased or reduced by the Board of Directors.
Proposal of Training/Certification Programmes
ARTICLE 8 – Turkish language teaching programmes to be launched by KİLİS TÖMER;
a) To be offered to individuals and organisations for whom a demand is anticipated by KİLİS TÖMER or University units,
through the joint participation of the units or in collaboration with other organisations, or,
b) Requests from public institutions, private or international organisations,
shall be proposed by the Director to the KİLİS TÖMER Board of Directors
in accordance with the conditions set out in this guideline. Activities approved by the KİLİS TÖMER Management Board and the University Management
Board and/or the Revolving Fund Unit
The Director of KİLİS TÖMER is authorised to sign the relevant protocols and agreements.
Training/Certification Programme Application Form
ARTICLE 9 – The Turkish language teaching application form shall be published by KİLİS TÖMER on its official website.
Launch of Education/Certification Programmes
ARTICLE 10 – Requests for participation in the Turkish Language Teaching
Programme submitted to KİLİS TÖMER by the units are reviewed by the KİLİS TÖMER
Directorate; the final form of the programme is determined after taking into account
necessary proposed amendments, and is submitted to the University Management Board and/or the
Capital Management Unit.
Announcement of Education/Certificate Programmes
ARTICLE 11 – (a) Certificate Programmes approved by the Senate and seminars, etc.,
TÖMER Board of Directors, shall be publicised to the relevant
circles; this is planned in collaboration with the Unit(s)/Organisation(s) that prepared the programme proposal
and announced by KİLİS TÖMER within the framework of the promotional expenses
foreseen in the programme budget. The venue and date of Training and Certificate Programmes
may be changed by the KİLİS TÖMER Directorate.
(b) Training and Certification Programmes for which participant registrations have been
conducted following an announcement by KİLİS TÖMER may be cancelled by a decision
of the KİLİS TÖMER Board of Directors if the minimum number of participants
stated in the programme announcement is not reached.
In the event of the programme’s cancellation, any fees previously paid shall be refunded to the participant.
(c) Education and certification programmes scheduled to be held regularly at specific intervals each year
may be compiled and published by KİLİS TÖMER in a catalogue.
Implementation of the Training/Certification Programme
ARTICLE 12 – The Kilis 7 Aralık University Centre for the
Teaching of Turkish and Foreign Languages, Application and Research Centre
is responsible for the implementation of the Training and Certification Programme to be launched.
Selection and Appointment of Instructors
ARTICLE 13 – Instructors to be assigned to the courses to be launched are finalised by the KİLİS
TÖMER Management Board upon the Director’s recommendation. The KİLİS TÖMER Director may request additional instructors if there are insufficient TÖMER
teaching staff.
Documents Required for Enrolment in the Training/Certification Programme
ARTICLE 14 – (1) In order for candidates to enrol in the Training/Certification Programme,
they must submit the documents listed below to the KİLİS TÖMER registration office. The
relevant documents are:
a) A receipt confirming payment of the full fee for the Education and Certification Programme, or,
if paid in instalments, the first instalment.
b) Information and documents confirming that any additional documents or prerequisites,
which will be determined in advance and announced in accordance with the specific requirements of the Education and Certification Programme, have been met
c) The Final Registration Application Form, prepared for enrolment in programmes
offered by KİLİS TÖMER, to be completed and signed by the applicants
(to be published on the official website by the KİLİS TÖMER
Directorate).
Attendance at the Training/Certification Programme
ARTICLE 15 - (1) Participants are obliged to fulfil the attendance requirements
set out below.
(a) Attendance at the Training-Certification programme is monitored by the relevant trainer.
The instructor shall submit the attendance lists, together with a table showing attendance status, to the KİLİS TÖMER Directorate in person at the end of each
programme.
(b) Attendance at lessons is mandatory at a rate of 80%. Participants who fail to meet this rate
shall be deemed unsuccessful and shall not be admitted to the final examination. Course fees shall not be refunded for days and
hours of absence.
(c) In the event that the attendance rate cannot be met due to unforeseen
circumstances such as long-term illness, accident, or the death of a family member,
the KİLİS TÖMER Management Board shall decide on the participant’s attendance status
after considering official records documenting the situation.
(d) Participants who fail to attend the Education and Certification Programme as
specified above shall have their association with the programme terminated,
subject to the retention of their financial liabilities, and no certificate shall be
issued to them.
PART THREE
Examinations and Assessment of Achievement
Examinations and Assessment:
ARTICLE 16 – (1) The examinations administered at KİLİS TÖMER are as follows: Turkish Proficiency
Examination, Course Completion Examination.
Turkish Language Proficiency Exam (TYS):
a) This is an exam designed to determine which of the language levels specified in
Article 7(a) the language proficiency of candidates wishing to study at KİLİS TÖMER
corresponds to.
b) Candidates who are not studying at KİLİS TÖMER but wish to document
their language level may also sit this exam.
c) This exam is administered in the following areas:
- Reading Comprehension
- Oral Expression (speaking)
- Written Expression (writing)
- Listening
d) Language levels in this exam are determined according to the scoring table below:

In this assessment, the average of the four skills (Reading/Comprehension, Speaking, Writing,
Listening) is calculated. Each skill is assessed out of 100 marks.
In order for candidates to undertake studies in programmes at Kilis 7 Aralık University where the
language of instruction is Turkish, they must have completed at least B2 level training at KİLİS TÖMER and
passed the relevant examination, or achieved a pass (at least B2 level) in the Turkish
Proficiency Examination conducted by KİLİS TÖMER. If a candidate
wishes to continue their studies without attending a course at KİLİS TÖMER or
taking the Turkish Proficiency Exam administered by KİLİS TÖMER, they must
possess a certificate demonstrating at least B2 level. For students to graduate
from the university, they must achieve a C1 level score or possess a certificate
demonstrating this level. KİLİS TÖMER may require students who submit
certificates obtained from other universities to sit the Turkish Exemption Exam
for foreign students admitted to Kilis 7 Aralık University or the Turkish
Proficiency Exam administered by KİLİS TÖMER. In the examination,
the student must demonstrate that they possess the language proficiency level stated in the certificate they have submitted.
Based on the examination result, the KİLİS TÖMER Management Board decides
whether to accept the certificate submitted by the student. No fee is charged
to the student for the examination. No certificate or document confirming
success is issued to the student following the examination.
d) No fee is charged for the first exam to students and staff of Kilis 7 Aralık University
taking the TYS. Candidates wishing to retake the exam may do so by paying the fee.
e) A fee determined by the KİLİS TÖMER Management Board is charged to candidates
who are not members of Kilis 7 Aralık University and wish to retake the TYS.
Candidates who have paid the fee to attend courses organised by the Centre are also required to sit the

f) The TYS is conducted by a committee formed by the Management Board from
among the teaching staff recommended by the Centre Director.
g) Examination results are announced to candidates on the KİLİS TÖMER or
university website.
(3) Course Completion Exam:
a) This is the exam administered at the end of each course.
b) To progress to the next course, a candidate must achieve a score of at least 50 out of 100 in each skill,
and an average score of at least 60 across the four skill areas (reading comprehension, speaking, writing, listening comprehension).
c) Students whose score in any one skill is below 50 out of 100
are granted a second examination opportunity. Students who fail the second examination
or those whose scores in two skills are below 50 must repeat the same level
course by paying the course fee. The date of the second examination is determined
by a decision of the Management Board.
ç) The Course Completion Examination is conducted by a committee formed by the Management
Board from among the teaching staff proposed by the Centre Director.
Certificate and Certificate of Attendance:
ARTICLE 17 – (1) Students who enrol in the Centre’s programmes organised in accordance with the provisions of this Directive
and fulfil the attendance and success requirements are awarded a
certificate/certificate of achievement indicating the course level they have completed at the levels specified in Article 7(a).
(2) The certificate shall specify the language, level, purpose and duration
of the programme successfully completed.
(3) Students who fail to meet the success criteria in accordance with the provisions of this Directive
shall be issued only a document confirming their attendance at the course.
(4) The principles governing the issuance of certificates and certificates of attendance, as well as the validity periods of certificates, are determined by the KİLİS TÖMER Management Board in accordance with the characteristics of the
educational programmes.
(5) The documents to be issued in jointly run programmes are regulated by a protocol.
(6) Apart from certificates and certificates of attendance, requests for other forms of
certification, such as competence or achievement certificates, issued by KİLİS TÖMER
shall be examined and decided upon by the KİLİS TÖMER Management
Board.
Participants’ Responsibilities
ARTICLE 18 – (1) Participants are deemed to have accepted all the general and specific
conditions of the Education and Certification Programmes for which they have registered.
Termination
ARTICLE 19 – (1) In the following cases, participants’ enrolment in the Training and Certification Programme
by a decision of the Kilis TÖMER Board of Directors.
a) Failure to pay the programme registration fee,
b) Plagiarism or attempting to plagiarise,
c) Engaging in acts or behaviour that disrupt the running of the programme,
d) Failure to meet the attendance requirement
PART FOUR
Principles Regarding Financial Matters
Training Programme Fees and Applicable Discounts
ARTICLE 20– (1) The fees and discounts for Training and Certification Programmes are as
set out below.
a) The fees for participation in the Certification and Training Programme are determined
by the KİLİS TÖMER Board of Directors, taking into account participants’ ability to
pay, market conditions, payments to trainers and programme expenses.
b) Fees paid by a participant who withdraws from the Education–Certificate Programme
or whose association with the programme is terminated after registration shall not be refunded. The participant is
obliged to pay the debt they have undertaken.
c) The fee and payment terms for the Education–Certificate Programme are announced to
candidates in advance by the KİLİS TÖMER Directorate. Course fees to be collected from participants are determined by the Board of Directors
for each course.
d) A discount will be applied to the Training–Certification Programme fee, as determined by the KİLİS TÖMER Board of Directors;
- 15% for students of KİLİS 7 Aralık University (subject to the allocated quota)
- 15% for staff, spouses and children of KİLİS 7 Aralık University (subject to the
specified quota)
- 15% for group applications of at least 10 people
- 25% discount for group applications of at least 15 people made by public institutions
may be applied.
e) Participants eligible for a discount may only benefit from one discount provision.
f) The provisions outlined above and other exceptional cases (sibling and spouse
discounts, discounts for relatives of martyrs, veterans, and students with disabilities, and discounts for advance payment)
etc.) The KİLİS TÖMER Board of Directors decides on the implementation of such measures, and the decision taken is forwarded by the KİLİS
TÖMER Director to the University Board of Directors and/or the Revolving Fund
Unit for consideration. Discounts and quota numbers
come into effect following the relevant decision by the University Board of Directors and/or the Revolving Fund Unit.
The Centre’s Revenues, Expenditures and Remuneration Principles
ARTICLE 21 – (1) The revenues of KİLİS TÖMER are as follows:
a) Revenues generated from courses, training, research, consultancy, interpreting, translation, projects, expert witness services and similar
activities.
b) Fees for the use of KİLİS TÖMER’s activities and services.
c) All forms of aid, donations, bequests and other income.
ARTICLE 22 – (1) The expenses of KİLİS TÖMER are as follows:
a) Expenditure necessary for the operation of KİLİS TÖMER.
b) Expenditure required for review, education and research services.
c) Publication, promotion and advertising costs.
d) Expenditure to be incurred for all kinds of scientific meetings, practical sessions and similar
activities.
e) Instructor expenses.
f) Other expenditure to be incurred by decision of the Board of Directors
PART FIVE
Miscellaneous and Final Provisions
Copyright
ARTICLE 23 – The copyright of course notes to be distributed to participants in
training programmes belongs to the relevant trainers. Such course materials may not be
copied, reproduced, or distributed without the permission of the relevant trainers and the
KİLİS TÖMER Board of Directors, nor may they be used for any purpose other than
the benefit of the participants.
Matters Not Covered by the Guidelines
ARTICLE 24 – (1) In cases not covered by these Guidelines, the provisions of the Higher Education Act No. 2547 dated 04/11/1981 and the Kilis TÖMER Regulations published in the Official
, together with other relevant
legislation and the Decisions of the Senate of Kilis 7 Aralık University, shall apply.
Entry into Force
ARTICLE 25 – (1) This Directive shall enter into force on the date of its adoption by the Senate of Kilis 7 Aralık University.
Implementation
ARTICLE 26 – (1) The provisions of this Directive shall be implemented by the Rector of Kilis 7 Aralık University.
